It might be solved by allowing the receiver to directly pass the token along to someone else. That's easily done with the beachball, but runs into the issue of having a group of mutual filk hogs. It might be less practical with the yarn mechanism (is passing counted as having had your turn?).
Back when I chair formal meetings, I use a method common here: run separate speech lists for people who haven't spoken yet and those who have already spoken (usually, the lists are reset with each new major topic). It gives a similar result to the poker chip bardic method, in giving priority to people who don't hog early on.
