The "author" is, in reality, a consortium of 30-odd mostly SF writers and editors angered by a diatribe against SF writers on a website owned by PublishAmerica, a self-described "traditional publisher". Yes, it was offered a publishing contract, though it was withdrawn shortly after the hoax became public.
