Obviously, this applies mainly to shrink-wrapped commercial software; users of open source software already have these rights, and more. (#3, "The product (or information service) must live up to the manufacturer's and seller's claims", could be problematic for software that doesn't have either a manufacturer or a seller to back up such claims -- unless you don't claim anything, of course.)
