ETA: Not in general, anyway. If they deliberately set out to make criminals of their kids, or encourage their illegal acts, they should be considered accessories or worse. I.e., if somebody tells their kid to go kill X because the kid is a minor and will get off lightly, that's clearly criminal in itself. But bad parenting decisions in general shouldn't be criminalized.
Parents who raise their kids in a religion that leads them to perform criminal acts, such as abusing women or murdering abortion providers, probably should be held responsible, but that won't happen.
