Yeah; just plug it in and wait (for up to two hours!) for it to set itself up.
It has a GPS so that you can call 911 through it and they'll know where it is.
Should have gotten one a year ago for N, but she could sort of get signal. L's phone was old enough that not only did it not get any signal at all, but it wouldn't connect to the femtocell, which is 3G/4G.
(They gave her a new phone along with the cell. She'd had the old one for 11 years.)
