I hadn't thought of it, but it's perfectly straightforward mathematically. You have time on the X axis, and frequency on the Y axis: take your image, string together the inverse FT of each vertical stripe, and there you have it.

Of course, that excludes formats with DRM and the proprietary formats of the common Windows and Mac audio editors. For that matter, I haven't found any command-line tools for Audacity files, either.Also on Linux,
transcode(in themplayerpackage) handles a wide range of video formats.
